Action Contre La Faim ACF) has been operational since 2010 in Northeast and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, sanitation and Hygiene (WASH).. further the mission has expanded its programs in the wake of conflict in Borno state since 2017 , focusing on long term sustainable programs focused on system strengthening for Health, WASH, Social Protection, and Agriculture sectors.. The mission is currently in the process to launch response in the Northwest?Nigeria. In 2018,?ACF launched the Rapid Response Mechanism (RRM) in Nigeria in an effort to address the urgent humanitarian assistance to the displaced populations in Northern Nigeria. With this Approach ACF is among the lead agency that is currently reaching the NE &NW regions with Rapid Humanitarian assistance for to the conflict and other disaster affected population. Currently, without conspiring LGAs reached on RRM modality, ACF is providing an integrated humanitarian response in Yobe State (12 Local Government Areas (LGAs), Borno (11 LGAs), Bauchi (2 LGAs) and Jigawa (6 LGAs) with partial presence in Kano. Despite the remarkable achievements in humanitarian sector, ACF, as other humanitarian actors, has been continuously affected by the shrinking humanitarian space.

The Nigerian security environment is volatile, especially in the NE and North West, where the mission is operating. Specific to the NE, the non-state armed groups(NSAG) regular attacks to the military, government and humanitarian installations has made majority of the locations inaccessible and the mission has prioritized use of UNHAS chopper while completely banned its staff from using road transport. Moreover, international staff are allowed to stay in some few locations outside the main state capitals of Yobe and Borno. IN the North west area of the country, abductions and killings have occurred regularly in the past against mission and the mission has strict measure to be followed while in these locations.

The Maiduguri Base is the largest base on the mission, implementing humanitarian interventions of WASH; FSL , Nutrition and Health, employing 182 staff. The Consortium Coordinator is responsible for coordinating the implementation and ensuring the representation of the RESILAC project in Nigeria, in liaison with implementing organizations and the regional office, and in consultation with the state partners involvedThe Maiduguri base supports the Monguno and Damasak sub bases. The guesthouse is comfortable for international staff, there is curfew at 10:00pm, movements within Maiduguri town is not restrict but precaution measure have been put in place. Intenatiola staff currently are not allowed to spend the night in the sub-bases. Further all staff movements outside MMC/Jere is done only through UNHAS choppers, while movements outside the military trench in of the field office require HQ approval.

The Consortium Coordinator is responsible for coordinating the implementation and ensuring the representation of the RESILAC project in Nigeria, in liaison with implementing organizations and the regional office, and in consultation with the state partners involved.

More specifically your main tasks will be :

  • To ensure good governance, animation and coordination of the project implementation unit in Nigeria
  • To support the implementation and ensure reporting of the project
  • To ensure quality and accountability of the project
  • To ensure communication, advocacy, representation and external coordination
  • To ensure human resources management, training and capacity building of the team
Votre profil
  • You hold a masters in project management development (a priority), advocacy or humanitarian studies, international relations or political science
  • You have a professional experience of 5 years in coordinating development activities (a priority) or humanitarian activities in a complex environment
  • You have experience in coordinating a development project, supervision of technical teams and management of and in a consortium
  • You are fluent in english
  • You have experience in insecure / relatively isolated setting
  • You have advanced knowledge of donors’ guidelines and procedures (AFD/EUD)
  • Knowledge of French would be an asset
Vos conditions d’emploi

This position is available both for Nigerian candidates and for international candidates. Indeed the package is not the similar regarding the situation :

For a Nigerian :

  • Basic Salary : Starting from 1,175,742 Naira per month
  • Rent allowance : 55,000 Naira per month
  • Transportation allowance : 16,667 Naira per month
  • Leave allowance : 10% of Basic Salary per month
  • Pension : Employer contribution 10% of gross salary, Employee contribution 8% of gross salary
  • Annual leave : 2 days per month
  • Private health insurance : 100% health care coverage provided by the organization
  • Private life assurance : 24/7 life assurance coverage provided by the organization
  • Training : Free and direct access to Cross Knowledge e-learning platform.
  • Relocation benefits : 120,000 Naira lump sum relocation allowance + 20 days accommodation allowance (10,000 Naira per night) + flight ticket from the home base to the working base at the beginning and end of the assignment

Women at ACF are entitled to benefits such as maternity leave, compassionate leave for a hospitalized child and creche facilities for babies

Delocalised staff in the field offices are entitled to 2 flight trips per year back to their state of origin (within Nigeria)

For an international worker :

  • 24 months fixed term contract under French legislation
  • Monthly gross salary from 2597 to 2968€ upon experience
  • Monthly per diem and living allowance: 754€ net, field paid
  • Monthly country allowance: 450€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
